Once elected in 1995 Julia was immediately
appointed Parliamentary Assistant to the Premier for the period
1995 and 1996. While serving as Parliamentary Assistant, Julia was
instrumental in ensuring that school breakfast programs were fostered
across the province through a $5 million partnership with the Canadian
Living Foundation for Families. The Grocery Industry Foundation
Together (GIFT) entered the partnership in June of 1996 to donate
$3 million, over three years, in nutritious foods to breakfast clubs
in the province.
In 1996 Julia was appointed by the Premier to lead a government
initiative on volunteerism in the province. Julia successfully conducted
the initiative through its consultative and advisory stages, and
produced a final report of the Advisory Board on the Voluntary Sector,
which was submitted in early 1997.

In 1999 the Premier appointed Julia to the
Premier's Task Force on Rural Economic Renewal. The Task Force traveled
the province to listen to citizens and discuss the economy in rural
Ontario. The Task Force then identified a number of barriers to
economic growth in rural and small town Ontario. As a result, the
Mike Harris government introduced the Ontario Small Town and Rural
Development (OSTAR) initiative and funding mechanism, which was
announced in the budget for 2000 to assist rural Ontario with economic
programs. This approach will bring $200 million in economic development
and $400 million in infrastructure investments through SuperBuild.
The Task Force's recommendations also reduced red tape for farmers,
by converting the Retail Sales Tax rebate program for farm building
materials to a point-of-sale exemption. For further details see:
